Combine soy sauce, vinegar, sesame oil, pepper flakes, green onion and garlic in a small bowl and set aside. This can be done up to three days in advance.
Season Tilapia tenders with salt and pepper on all sides.
Beat eggs in a medium bowl.
Heat enough oil in a medium heavy bottom pan to cover the bottom. Oil should just begin to shimmer.
Dredge fish in flour and dip in egg. Allow excess to drip off. Place immediately in hot oil. Fry for about two minutes per side. Remove and place on paper towels to drain excess oil.
Serve with spicy dipping sauce.
